Use of the Access Cards

Access cards of any type, are displayed by holders at all times in a visible way on the upper side of the chest and on its reading correct position, by means of an adequate device.

The access to the Restricted Areas of the airport is only permitted to holders of valid cards and in accordance with the rules of use established in the Annex 8 of this regulation.

Rules for the use of Access Cards

  • Cardholders cannot use the Access Card to access, cross or circulate in any Restricted or Controlled Area, while not performing effective duty activities;
  • Cardholders only have access and can stay in Restricted and Controlled Areas according to the access level displayed in the card. Such level of access is represented by the background color of the card being the access to the Restricted Area 6 authorized by the inclusion on the card of the endorsement "B" additionally to any background color except the green and grey colors;
  • The access level referred in the previous paragraph may be partially limited through the "level of access" given on the "need to go" basis in conformity with the required job activities to be conducted;

  • The access to the Restricted Area 1 is only authorized to holders of the card granting access to such area, provided that the access of the vehicle they are driving or they are being transported in is authorized by the Control Tower with which it is compulsory to be in permanent contact by radio during the stay in the referred area;
  • Card holders shall display their cards to security staff at the security check points and/or whenever requested in a way that the card can be easily and clearly verified and conciliated with concerned holder;
  • Card holders shall display their cards to the card readers of the access control system with view to the verification of the right of access and concerning record in the system and/or display the card to the Security Staff at the Security Checking Points at the entry and exit of any Restricted or Controlled Area in such a way that allows its correct, immediate and easy reading for conciliation with concerned holder;
  • Access Cards of any type shall be displayed by their holders on the access and during the stay inside Restricted and Controlled areas, in a clear and visible way and in its correct reading position on the upper side of the chest, by means of an adequate device;
  • Cardholders that due to their job activity need to frequently cross the limit between two different Restricted Areas under control of Security Staff, only need to display the access card to the readers on the first and last crossing;
  • Considering the kind of activity carried out at the aircraft parking areas, maintenance areas and luggage and/or cargo processing areas, the staff performing the activity in these areas is authorized to use other system to display the card, namely by means of a transparent bag incorporated in the uniform or other, as such as an arm band. In any case it is always required the visible and clear display of the card;
  • Card holders shall observe the service instructions issued by the Police Authorities and Airport Security Company staff concerning the access and circulation inside Restricted and Controlled Areas. Card holders should be aware that it is unlawful for any person at the airport to have a restricted article without lawful authority and a legitimate reason to do so;
  • Card holders shall follow any written service instruction issued by the Airport Director or delegated person concerning the behavior and activities to develop inside Restricted and Controlled Areas;
  • The holders of Temporary Access Cards shall be escorted by holder(s) of Permanent Access Cards from the applicant entity or delegated entity, by the Airport Public Relations staff in the scope of the services they provide, or in specific cases by Airport Security Company staff in compliance with the approved accessing conditions for the issuance of the cards;

  • When escorting, the escort shall ensure that:
    • 15.1 When the temporary access card is no longer needed for use or its validity expired, the card must be immediately collected from the cardholder and returned to the airport security company;
    • 15.2 Temporary access card is used by the only person who has been issued the card, and shall not be inappropriately used, altered or damaged;
    • 15.3 When inside the restricted and control area of the airport, the escort shall always stay with the temporary cardholder. The temporary cardholder must not be left unattended under no circumstances;
    • 15.4 The temporary cardholder can only stay in the same area as the authorized area of the escort;
    • 15.5 Pass holders wear and clearly display their passes at all times.
    If the abovementioned requirements are violated, the escort’s permanent access card may be suspended or revoked.
  • The groups of persons entitled with the Visitor Sticker, shall also be escorted by Airport Security Company staff regardless of being accompanied by any other entity’s staff;
  • Due to its characteristics Visitor Stickers are not collected or returned after use;
  • Card holders cannot lend or in any other way, allow the use of their cards by other person;
  • Under no circumstances card holders can modify or change the data included in the Access Card;
  • Cardholders that have significantly changed their facial appearance (change on the beard/hair cut style, wearing of glasses etc.) are compelled to apply, through the concerned Responsible Entity that requested the card, the second issuance of the card with an updated photo;
  • Holders of access cards shall ensure conditions of utilization that avoid possible damages or loss;
  • Cardholders shall immediately communicate to the Public Security Police, Airport Director and to the entity that applied for the card, any loss of the card;
  • Card holders shall immediately return the card to the responsible entity that requested its issuance in the following situations:
    • Expired validity date;
    • The card has been suspended or cancelled;
    • The card holder terminated its contract with the responsible entity employer;
    • The card is damaged;
    • Or whenever access to Restricted and Controlled Areas is no longer required;
  • Access Cards are property of the Airport Direction, as such shall be returned by the Responsible Entity to the entity that authorized the issuance of the card;
  • Non accomplishment of these rules may result in the suspension or cancellation of the card by decision of the Airport Director.

Permanent Access Cards (PAC)

PAC is used to identify persons who have been subjected to security vetting. PAC meant to entitle persons whose activities require a frequent and regular access to the Restricted and Controlled Areas in MIA. Validity of PAC is 2 years and renewable and the renewal date of validity shall be calculated from the original date of validity.

An application for a Permanent Access Card, if the applicant does not collect the card within 3 months after the date of completion of application, the application document will be deemed invalid and no notice will be given. If applicant needs to use the Permanent Access Card again, he/she shall re-apply.

How to apply for a PAC

For issuance of access cards, each entity is compelled to assign up to 3 of its managing staff as the responsible persons for the elaboration, signing and sending of the applications. The Airport Director shall be informed in advance by means of a formal letter in which the full identification of the assigned staff is included as well as their concerning signatures/rubrics, in order to allow the recognition and authenticity of the requests.

The application letter shall be addressed at least 25 working days prior to the date intended for the use of the cards and attaching the following documents:

  • Annex 9 - Application form duly filled in and signed in original (double- sided printing)
  • 1 photo in color ID sized (scanned photos are not accepted)
  • Original of Criminal Record or equivalent document;
  • Copy of the valid identification document and/or proof of lawful employment in Macau
    • For Macao residents, Permanent or non-permanent identity card is required.
    • For Hong Kong residents, Permanent or non-permanent identity card and Non-resident Worker’s Identification Card are required. (Non-resident Worker’s Identification Card shall be accompanied by proof of valid Authorization to Stay for Non-resident Workers);
    • For Mainland Chinese, Exit-Entry Permit for Travelling to and from Hong Kong and Macao and Non-resident Worker’s Identification Card are required. (Non-resident Worker’s Identification Card shall be accompanied by proof of valid Authorization to Stay for Non-resident Workers) or a Permit for Travelling to and from Hong Kong and Macao for Business Purpose and a Special Stay Permit;
    • For foreigners, passport and Non-resident Worker’s Identification Card are required. (Non-resident Worker’s Identification Card shall be accompanied by proof of valid Authorization to Stay for Non-resident Workers).

For a new application of a Permanent Access Card that was previously held but lost, the original Declaration of loss issued by the Police Department must be submitted in place of the old Permanent Access Card that cannot be returned as the basis for canceling the old card. If applicant do not submit the original Declaration of loss and cancel the old Permanent Access Card, he/she will not be able to collect the new card.

Background Checks: The process of Background Checks shall commence only after all necessary documents have been received. These Checks can take between 3 and 4 weeks.

Collection your PAC

The contact person of the Sponsoring Organization will be notified that the PAC(s) is/are ready for collection.

The PAC can be collected from Airport Access Card Issuing Office between 9:00am and 6:00pm, Monday to Friday (except weekends and public holidays). Airport Access Card Issuing Office is located at First Floor of Airport Passenger Terminal Building North Extension (after the Left Luggage Counter).

Please ensure you bring your Identification Document when you collect your PAC. If you have an existing PAC and have requested for a renewal, please return the existing PAC when collecting your new one.

Returning your PAC

Card holders shall immediately return the card to the responsible entity that requested its issuance in the following situations:

  • Expired validity date;
  • The card has been suspended or cancelled;
  • The card holder terminated its contract with the responsible entity employer;
  • The card is damaged;
  • Or whenever access to Restricted and Controlled Areas no longer required;

Renewal of Permanent Access Cards

The Permanent Access Card can be renewed if the conditions that led to its issuance remain unchanged beyond the validity date. Elapsed 90 days upon the validity date of the card, it will be definitively cancelled and not renewed anymore. The renewal of permanent access cards is subject to the background security checks to ensure individuals still meet the required criteria.

How to apply for Renewal

For this purpose the applicant entity for the issuance of the card, shall address to the Airport Director 25 working days before the expiry date of the card an application letter attaching the following documents:

  • 1 photo in color ID sized (scanned photos are not accepted)
  • Copy of the valid identification document and/or proof of lawful employment in Macau
    • For Macao residents, Permanent or non-permanent identity card is required.
    • For Hong Kong residents, Permanent or non-permanent identity card and Non-resident Worker’s Identification Card are required. (Non-resident Worker’s Identification Card shall be accompanied by proof of valid Authorization to Stay for Non-resident Workers);
    • For Mainland Chinese, Exit-Entry Permit for Travelling to and from Hong Kong and Macao and Non-resident Worker’s Identification Card are required. (Non-resident Worker’s Identification Card shall be accompanied by proof of valid Authorization to Stay for Non-resident Workers) or a Permit for Travelling to and from Hong Kong and Macao for Business Purpose and a Special Stay Permit;
    • For foreigners, passport and Non-resident Worker’s Identification Card are required. (Non-resident Worker’s Identification Card shall be accompanied by proof of valid Authorization to Stay for Non-resident Workers).
  • Copy of the Permanent Access Card to be renewed
  • Annex 11 - Application form for the renewal of the card duly filled in and signed in original.
  • If the Permanent Access Card has been lost, the original Declaration of loss issued by the Police Department must be submitted in place of the old Permanent Access Card that cannot be returned as the basis for canceling the old card. If applicant do not submit the original Declaration of loss and cancel the old Permanent Access Card, he/she will not be able to collect the new card.

Renewal applications will not be accepted if 60 calendar days or more before the Permanent Access Card expires.

If a renewal application is not submitted within 90 days after the expiration of the Permanent Access Card, subject to a new application of Permanent Access Card is required if applicant needs to use the card again.

Temporary Access Cards (TAC)

Temporary Access Card meant to entitle persons whose activities in the airport in an occasional basis for a short period of time or visiting the airport and shall be escorted by holder of Permanent Access Card at all times. Maximum of 5 escorts are allowed in each temporary access card. If there are writing mistakes and other reasons needed to be altered or changed, the filling row can no longer be used. The 6 escort or more is required to be approved by the Airport Director

The validity of the TAC is up to 7 consecutive days according to the period authorized.

How to apply for a TAC

The requests for the issuance of Temporary Access Cards shall be addressed to the Airport Director, with at least 2 working days in advance, by means of written document (letter or fax) and shall include the following documents:

  • Annex 13 – Application form dully filled in and signed in;;

Collection your TAC

An authorized individual of the Sponsoring Organization or Escorting Organization as indicated in the application form is required to collect the TAC.

Returning your TAC

Escort shall collect the TAC from the cardholder and return to the Airport Access Card Issuing Office during office hours or by dropping them inside the Collection Box during non-office hours and holidays which is located outside the Airport Access Card Issuing Office:

  • Expired validity date;
  • The TAC is no longer needed for use.
