Use of the Access Cards

Access cards of any type, are displayed by holders at all times in a visible way on the upper side of the chest and on its reading correct position, by means of an adequate device.

The access to the Restricted Areas of the airport is only permitted to holders of valid cards and in accordance with the rules of use established in this regulation.

Matters that Access Card Holders must comply with

  • Airport Access Cards may only be used to enter SRAs or Airside when performing duties;
  • Before entering the SRAs or Airside, check the validity date of your airport access card;
  • Must display your access card to security personnel at designated entry/exit or security checkpoints for inspection;
  • Display your access card in a conspicuous place when walking or staying in Restricted Areas or Airside;
  • When the airport access card expired, suspended, canceled, damaged, the holder is no longer employed by the responsible entity employer or the airport access card is no longer required, the airport access card holder must immediately return his or her access card to the applicant entity. The applicant entity shall return the PAC to the Airport Director immediately, while the returned access card must be returned to the Airport Security Company;
  • If the airport access card is lost or stolen, the Police Authorities, Airport Director and Employer Entity shall be notified immediately;
  • If the access card holder violates the provisions of this regulation, the airport access card issued may be canceled or temporarily revoked according to the airport access cards penalty scheme;
  • When escorting, the escort shall ensure that:
    • A) When the temporary access card is no longer needed for use or its validity expired, the card must be immediately collected from the cardholder and returned to the airport security company;
    • B) Temporary access card is used by the only person who has been issued the card, and shall not be inappropriately used, altered or damaged;
    • C) When inside the restricted area or airside of the airport, the escort shall always stay with the temporary cardholder. The temporary cardholder must not be left unattended under no circumstances;
    • D) The temporary cardholder can only stay in the same area as the authorized area of the escort;
    • E) The temporary cardholders wear and clearly display their passes at all times;
If the abovementioned requirements are violated, the escort’s permanent access card may be suspended or revoked.

Matters that Access Card holders must avoid

  • Don’t enter SRAs or Airside which you are not authorized;
  • Don’t use expired, faked, counterfeited or airport access card belonging to another person to enter SRAs or Airside, leads to the immediate seizure of the corresponding card and interdiction of access by Airport Security Company;
  • Don’t use airport access card found after it has been reported lost;
  • Don’t lend your airport access card to others or let others use it;
  • Airport access cards must not be altered, tampered with or deliberately destroyed.

Permanent Access Cards (PAC)

PAC is used to identify persons who have been subjected to security vetting. PAC meant to entitle persons whose activities require a frequent and regular access to the Restricted Areas or Airside in MIA. Validity of PAC is 2 years and renewable and the renewal date of validity period shall be calculated from the original date of validity.

If the applicant does not collect the access card within 90 days from the date of notification, the access card will be deemed invalid and no notification will be issued. If need to use PAC, need to apply again.

How to apply for a PAC

All the aforementioned preparatory applications required for the issuance or renewal of access cards shall be submitted by the applicant entity to the Airport Director. For this purpose, each entity (except public administrative of Macau or Central Government institutions in Macau) is compelled to assign up to three (3) of its managing staff as the responsible persons for the elaboration, signing and sending of the applications. The Airport Director shall be informed in advance by a formal letter of sufficient information about the designated person, including his/her signatures/rubrics, in order to confirm the authenticity of the applications.

The application letter shall be addressed to the Airport Director prior to the date intended for the use of the cards and attaching the following documents:

  • Download Annex 7 – Application form dully filled in and signed in original (double-side printing);
  • One (1) recent photo in color ID sized (scanned photo is not accepted);
  • Original of Criminal Record or equivalent document;
    • Criminal Record Certificate of the past 10 years. The Criminal Record issued in Macau is a usable document if the concerning person is a resident of, or has legally stayed in Macau for at least 4 consecutive years. In case of shorter period of stay legally, a Criminal Record issued by the country of origin is required. The record shall be issued within six months prior to the application or within the validity period indicated on the record. For the persons whose countries of origin do not issue Criminal Record, this document will be replaced by a Declaration of Responsibility of the Applicant Entity, elaborated according to the sample in Annex 8;
    • When the access card applicant is an employee of the public administrative of Macau or employee of Central Government institutions in Macau, since he or she has already submitted a criminal record certificate when joining the job or has undergone a relatively rigorous vetting, thus he or she is exempted from having to submit a criminal record certificate again, but does not prevent GTVA from reviewing and approving the relevant application.
  • Copy of the valid identification document and/or proof of lawfully employment in Macau.
    • For Macao residents, Permanent or non-permanent identity card is required.
    • For Hong Kong residents, Permanent or non-permanent identity card and Non-resident Worker’s Identification Card are required. (Non-resident Worker’s Identification Card should be accompanied by proof of valid Authorization to Stay as Worker);
    • For Mainland China residents, Two-way exit permit and Non-resident Worker’s Identification Card are required. (Non-resident Worker’s Identification Card should be accompanied by proof of valid Authorization to Stay as Worker) or a Chinese Travel Permit issued by the Mainland authorities and a Special Stay Permit;
    • For foreigners, passport and Non-resident Worker’s Identification Card are required. (Non-resident Worker’s Identification Card should be accompanied by proof of valid Authorization to Stay as Worker).

Background Checks: Background checks will only commence after receiving all necessary documents. These checks can take between 3 and 4 weeks.

Application fee: MOP 200.00 (price subject to change)

Faxed, “emailed” or scanned forms/documents or signatures are not accepted.

Collection your PAC

The contact person of the applicant’s entity will be notified that the PAC(s) is/are ready for collection.

The card can be collected from Airport Access Card Issuing Office between 9:00am and 6:00pm, Monday to Friday (except public holiday). Airport Access Card Issuance Office is located at First Floor of Airport Passenger Terminal Building North Extension (near Left Luggage).

Please ensure you bring your Identification Document when you collect your PAC. If you have an existing PAC and are renewing, please return the card when collecting your new PAC.

Returning your PAC

Card holders shall immediately return the card to the responsible entity that requested its issuance in the following situations:

  • Expired validity date;
  • The card has been suspended or cancelled;
  • The card holder terminated its contract with the responsible entity employer;
  • The card is damaged;
  • Or whenever access to Restricted and Controlled Areas no longer required;

Renewal of Permanent Access Cards

Renewal applications will not be accepted if 60 days or more before the PAC expires. If a renewal application is not submitted 90 days after the expiration of the PAC, subject to a new application of PAC is required if applicant need to use the card again. The renewal of permanent access cards is subject to the background security checks to ensure individuals still meet the required criteria. Once passes the background check, if the applicant does not collect the access card within 90 days from the date of notification, the access card will be deemed invalid and no notification will be issued. If need to use PAC, need to apply again.

How to apply for Renewal

The application letter shall be addressed to the Airport Director prior to the date intended for the use of the cards and attaching the following documents (It is recommended to submit one and a half months before the expiration of the access card):

  • Download Annex 9 – Application form dully filled in and signed in original;
  • One (1) recent photo in color ID sized (scanned photo is not accepted);
  • Copy of the valid identification document;
    • For Macao residents, Permanent or non-permanent identity card is required.
    • For Hong Kong residents, Permanent or non-permanent identity card and Non-resident Worker’s Identification Card are required. (Non-resident Worker’s Identification Card should be accompanied by proof of valid Authorization to Stay as Worker);
    • For Mainland China residents, Two-way exit permit and Non-resident Worker’s Identification Card are required. (Non-resident Worker’s Identification Card should be accompanied by proof of valid Authorization to Stay as Worker) or a Chinese Travel Permit issued by the Mainland authorities and a Special Stay Permit;

Temporary Access Cards (TAC)

Temporary Access Card meant to entitle persons whose activities in the airport in an occasional basis for a short period of time or visiting the airport and shall be escorted by holder of Permanent Access Card at all times. Maximum of 5 escorts are allowed in each temporary access card. If there are writing mistakes and other reasons needed to be altered or changed, the filling row can no longer be used. The sixth escort or more is required to be approved by the Airport Director

The validity of the TAC is up to 7 consecutive days according to the period authorized.

How to apply for a TAC

The requests for the issuance of Temporary Access Cards shall be addressed to the Airport Director, with at least 2 working days in advance, by means of written document (letter or fax) and shall include the following documents:

  • Download Annex 10 – Application form dully filled in and signed in;

Collection your TAC
